People Continue to Die While Bush Struggles with War in Iraq 

Bush want to cut and run to get out of the disaster he's created, but hasn't figured out how to do so yet. While he figures it out, people will continue to die, get tortured, and have their lives ruined because of the trumped up justifications for the war:
