Why a Voice Vote Honoring Rosa Parks? 

I heard that the Senate approved a resolution to honor Rosa Parks via a voice vote. Were members of the senate afraid to go on record to honor this wonderful woman?

Considering the recent vote on anti- lynching initiatives, I'm theorizing that it's still not politically wise to be pro-civil rights in some states and districts.
